Lawmakers grilled Gov. Josh Green’s nominee for state Supreme Court Chief Justice over his potential political ties Wednesday.

Vladimir Devens, a Hawai‘i Supreme Court associate justice who Green nominated to serve for 10 years as Chief Justice earlier this month, appeared before the Senate Judiciary Committee on Wednesday for a confirmation hearing to determine whether he is qualified for the position.

The committee made no decision on Wednesday; the actual vote will take place on Friday.

But despite dozens of positive testimonials in support of Devens from former colleagues, state and county officials and unions such as the State of Hawai‘i Organization of Police Officers and the Hawai‘i State Teachers Association, several committee members seemed skeptical of Devens’ ability to remain impartial.

At question was Devens’ affiliation with Be Change Now, a political action committee operated by Pacific Resources Partnership, an organization which also represents the Hawai‘i Regional Council of Carpenters, the largest construction union in the state. Devens told the committee Wednesday that he was on the board of directors for Be Change Now from 2018 to 2022.

However, Devens did not disclose his time with Be Change Now during a confidential application earlier this month, nor did he do so in 2023 when he was nominated for the associate justice position.

Devens told the committee that his time on the Be Change Now board was just “part of his work” as a private attorney and “didn’t stand out” to him as something important enough to disclose. He said his work on the board, which was unpaid, involved advising the PAC about various legal questions surrounding issues such as liability insurance.

Committee chair Karl Rhoads said Wednesday that he found this lack of disclosure strange.

“The fact that you didn’t see the political ramifications of not saying anything, I admit, does concern me,” Rhoads said, adding Devens’ involvement in Be Change Now made him a member of “one of the most powerful political organizations in the state” — one which, Rhoads admitted, employed his wife for several years.

Puna Senator Joy San Buenaventura grilled Devens over his time at Be Change Now, which overlapped with a political ad campaign by the PAC that ran attack ads against then-Lieutenant Governor candidate Sylvia Luke in 2022.

San Buenaventura said that ad campaign could be interpreted as an effort to intimidate politicians who might oppose PRP’s interests — Luke had, at the time, opposed a tax increase that would fund the state’s rail project, a project endorsed by the Carpenters Union.

San Buenaventura added that the campaign cost more than $2 million, and she and other senators surmised that Devens — as one of three directors on the Be Change Now board at the time — must have signed off on that expenditure.

But Devens repeatedly said it would be “inappropriate” to disclose details about his work on the PAC board.

Devens said he left the board in July of 2022 because he “really wasn’t doing much then,” and denied a line of questioning by San Buenaventura implying his departure was a tactical move to divest himself of visible political ties in order to apply for the associate justice position in November of that year.

“I wouldn’t say it was coincidental,” Devens said. “It just turned out that way.”

Devens said it was not his intention to deceive the state Judicial Selection Commission and that he will adhere to the impartiality demanded of his office.

“It’s judicial independence and we have to protect that at all costs,” Devens said. “And that is what I have done since I have ascended to the bench and that is what I will continue to do.”

Pālolo Sen. Les Ihara Jr. — who is not a member of the Judiciary committee but attended nonetheless — said the mere appearance of impropriety has “tainted” Devens’ image, “perhaps unfairly.” He said the judiciary branch is meant to be the branch “furthest away from political influence” and said people might worry, with Devens’ appointment, that such influence is growing closer to the Supreme Court.

San Buenaventura added that PRP was a major donor to Green’s gubernatorial campaign in 2022, and that his chief of staff Brooke Wilson was also a lobbyist for the Carpenters Union.

These concerns were echoed by the only person to testify against Devens’ appointment at Wednesday’s meeting. Chuck Freedman, who described himself to Aloha State Daily as a political adviser, warned the committee about an increasing consolidation of power by the Carpenters Union across all three branches of government.

“We have watched this happen with the Carpenters Union, mostly in silence,” Freedman said, reading from a prepared statement. “It is time for the sirens to go off.”

Not among the many union representatives testifying in support of Devens Wednesday was any representative of PRP or the Carpenters Union. While Rhoads asked Devens whether he had had a falling out with his former colleagues on the Be Change Now board, Devens had no explanation for their absence.

They were not peculiar beings with miraculous powers like the dwarves in European stories. They were, rather, an independent people. According to Katherine Luomala , the Menehune were a separate people who already arrived in Hawaiʻi before those ancestors who came from Tahiti (French Polynesia) and the Marquesas. They were stout, darker-skinned, and skilled in construction. In Kahiki (ancestral homeland), their birthplace, they were called Manahune and belonged to a subservient class. They were believed to be destitute of mana (spiritual power); and thus the name, Manahune.

In Hawaiʻi, the pronunciation changed and became Menehune, the people famed for their construction abilities. The ʻAlekoko fishpond at Niumalu is one of the feats of wonder of the Menehune. According to the famed storyteller of Kauaʻi, Fred Wichman, the name ʻAlekoko resulted from the inability of the aliʻi, ʻAlekoko and Kalālālehua, to observe the kapu (taboo) of the Menehune. Namely, the kapu forbidding anyone from witnessing their work.

Due to the ruckus caused by the construction of the fishpond walls, the aliʻi peeked and saw the Menehune working. As soon as that happened, the work ended completely. The chief of the Menehune ordered all to cease work, wash their hands in the fishpond, and return home. Their hands were bloody (koko) because the rocks were not smooth.

These were ragged-edged and bumpy stones from Wahiawa, Kauaʻi. The Menehune stood shoulder to shoulder from Wahiawa to Niumalu, about 25 miles, carrying the stones person by person in the dark of night. At Niumalu, the stones were chiseled by the workers to fit tightly together. It is a wondrous work that is known throughout Hawaiʻi.

The famous chief of the Menehune people was Ola. The amazing works of Ola are known to this day. Kīkī-a-Ola (Spouting of Ola) is the grand aqueduct at Waimea built of hewn rock. Hālau-a-Ola (The lodge of Ola) is the koa (acacia) forest of Ola. There, the koa trees were felled and then hewed into canoes. Queen Emma traveled through it on her trip to Kilohana, the lookout at the towering cliffs overlooking Hāʻena. While she was passing through Alakaʻi, she stepped upon Kīpapa-a-Ola (Pavement of Ola), a pathway made of hāpuʻu ferns laid side-by-side over the damp and soggy land of the swamp.

In the story of Hawaiʻiloa, as told by Kamakau, that ocean-faring chief named the first island he visited after himself and another, Māui, after his son. It was on these islands that he met some short and stout people who were descendants of Kalani Menehune. These were then descendants of Lua Nuʻu (a.k.a Kānehoalani, Hūmāmenehune) just like Hawaiʻiloa. According to Beckwith , Luanuʻu and Meʻehakulani (Meʻehiwa) were the parents of the Menehune.

Therefore, the Menehune people are distant relatives. They are a true race. They are, indeed, family.

Sylvia Luke said on Sunday that she would not seek re-election to a second term as Lieutenant Governor. She could not, she said, tolerate the toll her family was paying.

“... [T]he last three months have been difficult, making the rigors of campaigning exceptionally burdensome for my family. While I have always been a fighter, I cannot tolerate the toll they are paying.”

Political statements are carefully crafted, and we need not take politicians at their word. Luke may well have been responding to poor poll numbers or the onslaught of paid ads favoring her opponent. But her statement shows the pressures politicians face.

Minor campaigns take months. Statewide campaigns can take a year or more. The campaign means long hours away from home, knocking on doors, raising money, and showing up at events to press the flesh.

Opponents dig up dirt. Social media helps spread it. Spouses and children are under constant scrutiny.

Once in office, the winner faces more pressure. Special interest groups and angry citizens sometimes lash out. A couple of years ago, a representative in the House killed a bill. Within days she was getting death threats. They named her husband’s workplace and the school her children attended. The price of one vote, in our politics, can be the terror of one’s family.

A great many are what I suppose we must call true believers. The cause has become their reason for being. They mistake the strength of their passion for its righteousness. This type is in office to fight climate change, to reform the schools, or to shrink the size of government. She’s on a mission, and she cannot see why a person of goodwill would wish to slow her down.

Another type does not mind the threats because he expects to be paid back. He’ll serve a few years, learn the ropes, then take a cushy job in government affairs. All he has to do is vote the right way, and reward will follow. He’s here to stack up a pile of favors that he’ll cash in later. 

A third type is paid in attention. He admires himself. He loudly protests, “please, don’t call me Senator.” But he relishes the feeling of importance. He enjoys the visitors to his office bowing and scraping. And in an age of social media, he watches clips of his own speeches in bed at night.

Then there is the quiet type. He has studied the pension schedule. Older colleagues, in kindly tones, told him to keep his head down until the benefits vested, and he means to do just that. He’s not planning to become corrupt. He is planning to become comfortable. Elected office is a pathway to a pension.

Every so often a man of a different sort does come in, the way Mr. Smith came to Washington. For a season or two he acts out the high school civics textbook. Over time, he watches good bills passed over while more task forces are created. He watches members of his own faction whip votes against him on the floor. He sees which kind of lawmaking is rewarded, and which kind is quietly punished. The calluses that grow on him do not feel like calluses. They feel like a mature outlook.

None of this is surprising. Man is a fallen creature. Design an office that rewards what is low in him, and he will supply you with more of it. The rewards on offer here are not secret: a platform for one’s beliefs, a delayed payout for today’s votes, the pleasure of being known on the street, a pension at the end of it all.

Those who would fix this by reforming elections have half the problem. Those who would fix it by electing better people have the other half. A fallen creature requires both a new heart and a government built on the assumption that he has not yet gotten one.

We are told to raise legislators’ pay and move to a full-time body, so that “better people” will run. But a larger salary and a longer session do not attract the quiet neighbor across the way, who has a wife and kids and an honest sense of what he owes them; his reasons for staying out were never about money.

They do, however, advertise the seat more loudly to those who already wanted it.

We ought not be surprised, then, at the government we have. The surprise would have been if, against every incentive we have set, a better sort of person agreed to serve us anyway.

<title>Who still wants the job?</title>

As Lt. Gov. Sylvia Luke suspended her reelection run, she cited the stress on her family as she has come under scrutiny. As ASD opinion columnist Sterling Higa observes, there is a lot of stress to being in politics. Here are the four kinds of people he sees pursuing that life in spite of the pressures.

MĀNOA — After conducting a national search for the next University of Hawai‘i women's basketball head coach, athletics director Matt Elliott realized the answer was in Mānoa the whole time. 

Khalilah Mitchell was introduced as the ninth head coach in program history during a press conference at the Stan Sheriff Center's Ed Wong Hospitality Room on Wednesday morning, emerging as Elliott's top choice. 

The process began with the surprise retirement of former UH head coach Laura Beeman, who 

on March 30. Mitchell was an assistant coach under Beeman at UH for seven seasons across two different stints — the first was from 2018 to 2022, while the second began in 2023 and ended upon her recently accepting her first career head coaching gig. 

Two thoughts crossed Mitchell's mind when Beeman broke the news to the team: the first was melancholy towards Beeman's departure from the program. Her second thought was that she wanted Beeman's job, a manifestation that came to fruition in recent days. 

"I was in a meeting where she talked to us as a staff, and (Beeman) told us her reasons why, and we were all sad, right? Like, it's like our leader, our chief. We're sad, but we're happy for her, because she's doing something that's best for her," Mitchell recalled to Aloha State Daily following her introductory press conference. "Same meeting, 'Coach B, I'm applying for your job.' Same meeting. Both things are true for me. I can be sad and I am still sad about it, happy for her and her next journey, but also I want to make sure that I'm prepared for the opportunity, and I wanted everybody to know I'm committed to this, and that's what I did."

Over 60 current college coaches applied for the job. The crop consisted of a mix of assistant coaches, some coming from the Power 4, as well as active head coaches at the mid-major level. Elliott hosted the three final candidates on campus on Monday. 

"My mind was really open to hiring the best person, the absolute best person, during the process," Elliott recalled to ASD. "We had met with every candidate and all the finalists, then we went into kind of those really deep conversations about what is the right choice."

Mitchell was sitting on her bench in her bedroom when Elliott called her on Monday night to offer her the job, which starts off with a three-year contract.  

"I'm sitting on my bench, and honestly, I just started moving my feet really fast, like, 'Yes, yes, yes. I'll take it. Yes.' I was just so excited about the opportunity to represent the state and still be able to lead these girls," Mitchell said. "So, that was my reaction: just pure excitement and joy." 

The more Elliott got to know Mitchell during the interview process, the more he was convinced she was the right choice. Elliott says each time they communicated, Mitchell was thoroughly prepared. He also said they were able to relate to each other in terms of wanting to 

 in Hawai‘i. Mitchell lives on O‘ahu with her wife, Kim, and their daughter, Nola. 

"I think I had a sense Khalilah was ready from the moment that we started this process," Elliott said. "How she demonstrated it over the course of a couple weeks, in every element, in every moment of taking it to the next level. What is your plan? How did you prepare? Show that, document it. I just kept getting more and more impressed.

"All of our candidates that we really vetted thoroughly, we wanted somebody who we believed this was the destination. That's how I feel myself, personally, about my job. So many of the great head coaches we have on our staff want to be here, and Khalilah wants to be in this place, so that was really critical."

Mitchell, a native of New Orleans, played collegiately for LSU from 2004 to 2008, reaching the Final Four each year she was on campus. She began her coaching career as a graduate assistant at UCF from 2009 to 2011, then was the staff as a full-time assistant coach from 2011 to 2014. After moving to Mānoa in 2018, she's spent each season with the Rainbow Wahine since then, excluding the 2022-2023 season, when she was the top assistant at San Jose State. 

A bevy of UH players and coaches were present to support Mitchell at her introductory press conference. It is there that she laid out her vision for what the product will look like on and off the court. 

"Excellence here will not be accidental," she said. "It will be intentional, systemic and persistent. Rainbow Wahine basketball is going to be up-tempo, free-flowing and relentless, and it is going to be built on the foundation of aloha. That means we play for each other, we prepare like champions, and we represent the state with everything we have every single night. The foundation has been set. We're paying homage to that.

"Everything that was built before us, every standard that was established, every young woman who gave everything she had to wear this uniform, that matters. We honor it. We don't walk away from it. We will keep what got us here: the culture of hard work, the expectation of excellence, the pride in representing this university and the state. ... We will elevate our preparation, elevate our recruiting, elevate our game. We will be relentless in the pursuit of being better today than we were yesterday. That is not a criticism of the past, that is a commitment to the future."

Beeman sat alongside UH president Wendy Hensel during Mitchell's introduction, nodding along with pride at each point Mitchell was making. From standout freshman guard Bailey Flavell to veteran Jovi Lefotu, nobody voiced their approval for Mitchell louder than the players on the Rainbow Wahine roster on Wednesday. 

"We were very happy. We were in the locker room yesterday, and when they brought her out, we were all cheering and excited, and we were really hoping it was her," Lefotu said. "She's really a player development coach. The relationship she builds with each and every one of us is unique, and she really cares about us as people and not just as athletes." 

When the 2026-2027 season arrives in November, Mitchell will be the new head coach that leads the Rainbow Wahine through the transition of joining the Mountain West Conference. Her immediate future involves a 30-day plan in which she hopes hits the ground running. Among her top priorities is finalizing the team's roster via the NCAA transfer portal. Though players had until Monday to enter, the Rainbow Wahine already lost promising freshman guard Keiara Curtis to future conference opponent New Mexico. 

"My job, literally, is to get to the transfer portal," Mitchell said. "I absolutely want to make sure that I get the right people here, then most importantly, getting to the community as much as I can and get with our boosters and donors."

Mitchell said she spent her Tuesday night responding to over 150 congratulatory text messages. The role of college head coach, especially in her first days of being one, promises to be hectic. But it's a life she wouldn't trade for anything. 

"It means everything. It is a dream come true. To be a parent and a coach, I think, is super awesome. And the other thing is the community here," Mitchell said. "It's a place that I want to raise my daughter. It's a place where we feel safe, it's a place where we feel welcome, it's a place where people are supporting you, the community, and everybody's rooting for you, and those things are super important to me. This is a place now that I call home, and so to be able to do this is really special, which is why I just couldn't hold my excitement."

French pastry baker Raphaelle Garwood — owner of 

 — has loved baking since she was a child. She fondly remembers baking basic cakes with her mother in southern France.

“I started baking from when I was a child, but perfected my techniques as I grew up,” she says.

Baking was a longtime hobby for Garwood, but she became more invested in it once she met her husband. At the time, Garwood had moved to Paris after finishing law school to start a career in banking.

“He was taking a three-month pastry class with Le Cordon Bleu,” she says. “He would share the techniques and recipes (with me); we got into it, and every week, we tried a new bakery, a new recipe.

“From then, I got really passionate about pastry and self-learned from all online recipes and tutorials,” she adds. “When you are passionate, there are so many resources online to help develop skills.”

While working in banking, Garwood was regularly baking for friends and colleagues, who encouraged her to turn her passion into a career. She recalls wanting to start her own pastry business since 2012. 

“Living in Paris — where a world-class bakery sits on every corner — I lacked the self-confidence to compete in such a crowded space," she says. "I felt like an outsider to the industry."

Fast-forward 12 years. About two years ago, the couple moved to O

ahu; Garwood says her husband lived here before and always wanted to come back. She looked into bakery positions and worked briefly at Halekulani Bakery. Although it didn’t work out long term, it was instrumental in Garwood’s process of launching her own business.

“I always thought baking in my kitchen was something way different than baking in a commercial setting,” she explains. “It is different, in a way, but I was thinking, ‘Maybe they’re going to tell me my techniques were not good.’ But it gave me a lot of confidence that I’m doing it right; it’s just faster because you’re in a commercial environment, but the techniques remain the same.

“At Halekulani Bakery, working alongside an incredible team and mastering their iconic coconut cake was transformative,” she adds. “It took moving across the world to finally realize that my talent was real and ready to be shared.”

Garwood looked into the necessary steps to creating her own business, and officially started 

 in February. She currently bakes from a certified commercial kitchen in Kalihi.

“The name is a promise of exactly what I offer: authentic French savoir-faire (craftsmanship) right here in Hawaiʻi,” she says. “I noticed a niche for traditional French cakes made by a French baker — an experience for those who want to be transported to a Parisian patisserie.”

For Garwood, coming up with a menu for her new business was easy. She chose to start with her two favorite desserts from childhood — the Opera cake and walnut success. She features traditional techniques and flavors, and strives to incorporate locally sourced ingredients when possible.

The Opera cake features eight layers of delicate almond sponge soaked in coffee syrup, coffee buttercream, a dark chocolate ganache, and a dark chocolate glaze on top. Garwood recently tried Honoka

i Island and decided to start baking the Opera cakes with it starting in August.

“While you can occasionally find an Opera cake elsewhere, it is rarely the authentic, meticulous recipe of its original creator,” she says. “As for the walnut success, it was impossible to find on the Island until now.”

Garwood explains that the walnut success is a dessert inspired by French pastry chef Gaston Lenotre. It features nutty meringue layers with a rich buttercream with premium organic walnuts, delivering a nice crunch with airy textures.

“I believe in uncompromising quality and staying true to original flavors,” she explains. “I want readers to know that they don’t need to travel for an authentic French cake boutique experience; I am bringing that level of artistry directly to Honolulu. These are complex, labor-intensive pieces of craftsmanship that require hours of technical skill and patience.”

As the business grows, Garwood plans to add seasonal items to the menu. She recently added a caramel pecan tart to the line-up; she explains that, while pecan isn’t necessarily French, the recipe she used is from a French chef.

“It (the caramel pecan tart) features a handcrafted pate sucree — a traditional sweet pastry crust that is more refined than a standard pie crust,” she says. “The feedback has been incredible; the caramel pecan tart has been a surprise hit.

“One of the most rewarding compliments I receive is that people are impressed by how deep and authentic the flavors are, without the desserts being overly sweet,” she adds.

The tart’s handcrafted French pate sucree shell is filled with toasted pecans coated with caramel. Garwood recommends pairing it with a scoop of vanilla ice cream or unsweetened whipped cream. 

Since she doesn’t have a storefront, Garwood accepts pastry orders online. Multiple box options, ranging from four-piece ($40) to nine-piece variety boxes ($90) are available, giving customers the option to try a sampler of pastries.

“Since I started, I realized not many people necessarily buy the whole cake,” Garwood says.

Garwood also receives order inquiries through Instagram direct message. She currently offers weekly delivery to specific Honolulu zip codes and can arrange convenient pre-set pick-up locations. Her goal is to have her desserts available for wholesale by partnering with other business owners.

“I am working on wholesale partnerships to make my cakes more accessible to local cake lovers,” she says. “I’m not looking to scale up as a brick and mortar; I want to keep it small.

“When you order from me, you aren’t just getting a dessert; you’re receiving a unique piece of work,” Garwood adds. “I find serenity in the precision of a recipe and the creation of a beautiful product. To me, each cake is a piece of art designed for the pleasure of the eyes and the mouth.”
