The City and County of Honolulu Department of Planning and Permitting will next week hold a community meeting to discuss proposed changes to the Transit-Oriented Development Special District, zoning and state land use districts around three Skyline rail stations in West O‘ahu — East Kapolei, or Kualaka‘i; University of Hawai‘i West O‘ahu, or Keone‘ae; and Ho‘opili, or Honouliuli.
The meeting will be 5:30 to 7:30 p.m. Wednesday, April 16, at the Honouliuli Middle School Cafeteria, 91-559 Maunakapu St.
According to an announcement Tuesday from DPP, the proposed changes will "facilitate the East Kapolei Neighborhood TOD Plan," adopted by the Honolulu City Council in December 2020.
"The proposed zone changes will expand the types of uses and allow higher densities and building heights to incentivize development and stimulate affordable housing," the announcement noted.
Department staff will explain the proposed land use changes and special district regulations during the meeting, as well as answer questions and gather comments from meeting-goers, DPP noted.

According to the announcement, DPP will send a final proposal to the Honolulu Planning Commission this summer, and that body will ultimately make a recommendation to the Honolulu City Council for review and adoption.
In Honolulu, TOD is a compact, mixed-use development within a five- to 10-minute walk of a rail station.
According to the city's TOD website, transit-oriented development "is about enhancing the neighborhoods around the stations and increasing the number of people who live and work within easy walking distance. Focusing our island's future growth along the rail corridor will help curb development on rural and agricultural lands, creating a more sustainable future for O‘ahu.'
