New deputy director named for Honolulu's Department of Enterprise Services

The new hire replaces Tracy Kubota, who retired last month after a 30-year career in public service. The department manages several entertainment venues, including the Neal S. Blaisdell Center and the Tom Moffat Waikīkī Shell.

The City and County of Honolulu has named Jocelyn Doane as deputy director of the Department of Enterprise Services, which manages several community and entertainment venues, including the Neal S. Blaisdell Center, the Tom Moffat Waikīkī Shell, the Honolulu Zoo and six municipal golf courses.

Doane starts in the role on Tuesday, July 8.

She replaces Tracy Kubota, who retired last month after a 30-year career in public service.

“I have seen firsthand how our city facilities support our economy and small businesses, while at the same time providing local families cultural, recreational, and entertainment opportunities, and I feel an important personal connection to many of these places,” Doane said in a statement. “Neal S. Blaisdell is ʻohana through my Merseberg and Cummins kūpuna, and my grandparents met on the beaches of Waikīkī, where my grandfather was a beach boy and my grandmother was a beach girl. I am honored to take on the kuleana to help manage these ʻāina.”

Doane is a former chief of staff for city councilmember Esther Kiaʻāina. She most recently served as the Honolulu field director for the U.S. Department of Housing and Urban Development. Doane was also previously an administrator of the Community Based Development Division at the city’s Department of Community Services.

She holds a Juris Doctor from the University of Hawaiʻi’s William S. Richardson School of Law and a master’s degree in business administration from University of Hawaiʻi at Mānoa’s Shidler College of Business.
