Waitlist opens for Waikoloa Village rental project

New affordable workforce rentals in Waikoloa Village are nearing completion and the homes will soon be up for grabs — applications are now being accepted for Nā Hale Makoa's waiting listing.

The Hawai‘i Island development is expected to be finished in February 2026. It'll have 139 one-, two- and three-bedroom apartments for households earning up to 140% of the area median income, along with a resident manager’s unit, an announcement Monday from Hawai‘i County noted. Of those, 30 units will be supported by project-based vouchers, or PBV, for households earning up to 60% AMI.

According to the announcement, the county’s Office of Housing and Community Development, or OHCD, administers the voucher program with funds received from the U.S. Department of Housing and Urban Development and provides rental assistance to very-low-income households.

According to the county, Pacific Housing Assistance Corp. was chosen by OHCD following a 2020 request for proposals to develop the rental housing within the county’s existing Kamakoa Nui subdivision, located at the north end of Waikoloa Village. The county has leased the nearly 10-acre site to Kamakoa Nui Limited Partnership, the ownership entity, for 68-years, the county noted.

Ground broke on the project in September 2024.

The developer website notes that the development will feature 15 two-story multi-plex buildings with a mix of eight and 12 units, and 218 parking stalls.

The 140 total units are comprised of:

  • 40 one-bedroom, one-bath units measuring 651 square feet
  • 80 two-bedroom, one-bath units measuring 774 square feet
  • 20 three-bed, two-bath units measuring 1,055 square feet.

Community amenities include a recreation center with a management office, resource and technology center with high-speed internet access, full kitchen and restrooms; and a great lawn with picnic areas, a playground, pedestrian and bicycle paths, shade trees and bicycle racks, according to the site.

Meanwhile, the pet-friendly units come with an in-unit washer and dryer, range, refrigerator, disposal, carpet and vinyl plank flooring, window coverings, storage closets and private covered lānai.

Rents also vary depending on the number of bedrooms and AMI level. According to the Nā Hale Makoa website, rents range from:

  • $550 to $3,046 for one-bed units
  • $639 to $3,634 for two-bed units
  • $719 to $4,177 for three-bed units.

Interested? Applications are being accepted for PBV and non-PBV units until 4 p.m. Monday, Nov. 17.

Nonprofit developer Pacific Housing Assistance Corp., through property manager Indigo Real Estate Services, will accept the applications, the county said, and after that, a lottery will be held to determine your order on the waitlist.

Only applications delivered or postmarked by that date will be included in the initial lottery. Applications not selected for the lottery and any applications received or postmarked after Nov. 17 will be placed on the waitlist based on the date and time the application was received, the county noted.

Once the applications are completed, they can be submitted online; emailed to leasing@nahalemakoa.com; mailed to 1164 Bishop St. #1 applications 506, Honolulu, Hawaiʻi 96813; or dropped off in-person at a soon-to-be-established temporary office at Bougainvillea Plaza, 75-5656 Kuakini Highway, unit 303 in Kailua-Kona.
