Since 1959, 16 people have served as Hawai‘i’s lieutenant governor. 

It’s a position without power that provides a path to power.

Where it often requires a great degree of name recognition to gain election and serves as a natural stepping stone to higher office, the position functions as a political incubator.

Per state law, candidates for both offices run separately in their respective party primaries. Once a candidate triumphs in each primary race, a party’s nominees for lieutenant governor and governor join forces on a single ticket for the general election.

When candidates have different priorities, philosophies, or personalities, it can create some politically tricky headaches. 

It’s a high-profile position with lots of paid staff and a big office on the fifth floor of the State Capitol. The lieutenant governor is effectively Hawai‘i’s equivalent of the U.S. vice presidency.

It’s also an office where political patience is a necessity. Once elected, successful candidates are often frustrated by the lack of actual authority. As a result, a discontented lieutenant governor can also serve as a source of conflict in the executive branch.

Those who become lieutenant governor are often from politically-influential roles in state politics. In a Faustian fashion, they may bargain away political power in order to gain a more prestigious office. 

It’s a huge gamble for any politician, but many still clamber to take the bet. 

Governors and lieutenant governors have a history of not getting along. When this happens, governors are left in a politically compromised position, while lieutenant governors stand to lose their political careers. 

For the first three decades of the State of Hawai‘i’s history, lieutenant governors frequently clashed with their governors. In fact, these clashes politically weakened governors, sewing chaos across the executive branch.

Political divisions between the governor and lieutenant governor destroyed the administration of Governor William Quinn. His lieutenant governor, James Kealoha, felt slighted by the lack of control over political appointments. The relationship soured, with Kealoha challenging Quinn in the 1962 primaries. Despite Keahola's defeat, the fractured GOP lacked the energy to defeat the Democratic Party's candidate, John A. Burns.

Burns was elected in 1962 alongside party ally William S. Richardson. Richardson, as his first lieutenant governor, was seen as a potential successor. However, the sudden resignation of the Hawai‘i Supreme Court Chief Justice Wilfred Tsukiyama created a unique opportunity for Burns. Richardson, instead of continuing as lieutenant governor, was elevated as chief justice. A technocrat, Andrew Ing, temporarily served as lieutenant governor for a year. 

Even so, Burns had trouble finding a loyal lieutenant governor to succeed him. He tried to get Kenneth Brown elected to the position in 1966, but voters didn’t warm to this hand-picked successor. Instead, Burns was saddled with former U.S. Congressman Tom Gill. Gill and Burns were of different political temperaments. Their inability to get along led to another politically brutal fight at the ballot box in 1970, where Lieutenant Governor Gill nearly ousted Burns. 

Luckily for Burns, he triumphed. A new candidate for lieutenant governor, George Ariyoshi, was tapped to succeed Burns. Unlike Gill, Ariyoshi was neither outspoken nor abrasive. When Burns became incapacitated in 1973 by an accelerating cancer, the silent Ariyoshi rose to power as governor.

Like Quinn and Burns, Ariyoshi struggled to settle on a stable lieutenant governor in his administration. His first lieutenant governor, Nelson Doi, was part of Tom Gill’s political faction and refused to serve more than a single term.

Ironically, Doi also became an outspoken critic of the lieutenant governor’s office. He called for its outright abolition at the 1978 Constitutional Convention. 

Doi was burnt out from the position, so he ditched the boredom and political stability of the position after one term to return to the Big Island. It’s a bit odd, as he could have stayed in office, bided his time, and eventually run for governor in 1986. 

That never happened. Instead, Doi was succeeded by another political upstart, Jean King. Like Doi, King did not care for the Ariyoshi administration and directly challenged Ariyoshi in the 1982 primaries, narrowly losing to the two-term governor. It was a fight akin to the duel between Burns and Gill in 1970.

At this point, the next lieutenant governor appeared to be hesitant about opposing Ariyoshi. John Waihe‘e, a former delegate to the 1978 Constitutional Convention (which had limited governors to serving no more than two full terms) and legislator, set out to wait four years before running for governor. 

Waihe‘e won in his race for governor in 1986. From this point onwards, lieutenant governors no longer ran against incumbent governors in an election. 

Throughout Waihe‘e’s tenure, Benjamin Cayetano sat quietly as lieutenant governor. Arguably, his tenure set the stage for the contemporary, two-term lieutenant governor who had (until recently) dominated Hawai‘i’s political landscape.

Cayetano, like his eventual successors Mazie Hirono and James ‘Duke’ Aiona, played a largely quiet, supporting role to his governor. In Cayetano’s case, the reward was his own two-term tenure as governor. Neither Hirono nor Aiona got the same opportunity.

The Return of Temporary Lieutenant Governors

Since 2010, no lieutenant governor has served in office for a full two terms. If voters re-elect incumbent Lieutenant Governor Sylvia Luke in 2026, she could break that trend. 

Governor Abercrombie had two lieutenant governors. Shan Tsutsui, the former Senate President who also served as lieutenant governor under Governor David Ige, quit midway through his term. Ige also had three lieutenant governors, with then-state senator Josh Green serving throughout Ige’s final term.

As was the case with Waihe‘e’s single term as lieutenant governor, Green’s tenure positioned him to run for governor in 2022. It’s a situation whose calculus parallels Kaua‘i County Mayor Derek Kawakami’s own situation in 2026. If he manages to win the 2022 primary for lieutenant governor, he’ll be set to run for governor in four years. 

One out of every four of those lieutenant governors used the office as a stepping stone to the governor's seat. Hawai‘i’s two U.S. Senators, Brian Schatz and Mazie Hirono, also served time in the position. 

Keeping a lieutenant governor happy often benefits the governor. Governors Quinn, Burns, and Ariyoshi faced challenges from their lieutenant governors. Ige could have arguably faced a challenge in 2018 from then-Lieutenant Governor Shan Tsutsui, but no such challenge ever came. In an unprecedented move, Tsutsui instead resigned to enter the private sector.

In turn, working with the governor as a lieutenant governor is politically advantageous. George Ariyoshi, John Waihe‘e, and Josh Green served as lieutenant governor for only a single term without serious squabbles with their governors.

Through their own initiatives, lieutenant governors can stay busy without bothering the governor. Lieutenant Governor Luke, for instance, has focused on 

. Other lieutenant governors took the same approach, finding policy priorities often ignored by the governor. Cayetano focused on afterschool programs for students, while Green focused on ending homelessness. 

Luke’s peaceful tenure as lieutenant governor has been shaken in 2026 as a result of her 

 that she might be the target of federal—and now state—investigations into her campaign contributions. The admission followed an 

 in late January by Hawai‘i Attorney General Anne Lopez that her office would share evidence with federal authorities. 

It’s all to say that a lieutenant governor occupies a precarious place in Hawai‘i’s political landscape. It’s a position of little political power that positions the politically ambitious for office as a governor. 

If mismanaged, however, lieutenant governors may find themselves forgotten. That’s simply part of the political bet.

MĀNOA — After wrapping up a weekend in which it accomplished something for the first time since 2018, the look of disappointment on the faces of University of Hawai‘i baseball players and coaches alike was unmistakable. 

With a 14-6 victory over UC Irvine on Friday and an additional 3-0 win on Saturday, the Rainbow Warriors entered Sunday's game against the Anteaters prepared to sweep the series. UC Irvine took Sunday's series finale 5-1 in front of a Les Murakami Stadium turnstile crowd of 1,938.

Since joining the Big West prior to the 2013 season, UC Irvine has consistently been the code Hawai‘i has struggled to solve. Even with UH's series win, UCI still leads the all-time series 46-16. Ultimately, the series win was a step in the right direction, but not good enough in the eyes of the Rainbow Warriors. 

"I think it's still raw to think about," standout first baseman Ben Zeigler-Namoa said after Sunday's game when asked about the weekend as a whole. "I hold myself responsible. (Sunday) was kind of an unacceptable one. It was winnable. Our pitchers kept us in the whole nine innings, and, yeah, we didn't execute (offensively). I give a little credit to their guys, for sure, they executed pitches today, but we definitely didn't do our jobs today."

Zeigler-Namoa, the team's lone regular hitting above .300 in 2026, set the tone with a 3-for-5 performance with two doubles and five RBI in the pouring rain in Friday's series opener. After Hekili Robello's six shutout innings on Saturday, the Rainbow Warriors took their first series from the Anteaters since 2018. On Sunday, the 'Bows mustered just four total hits. On the mound, the team used seven pitchers after Liam O'Brien couldn't record an out in the third inning. 

Picking up the slack on the bump was Tsubasa Tomii, who struck out four in his three innings of relief work, scattering three hits and one run with no walks. It was the longest outing of the season for the Tokyo native, who has consistently been relied on to appear multiple times each series. 

"This series is a big series. They're a good team. The Big West is not an easy conference," Tomii said. "We lost today, but we still won the series, so just take it and go get the next series win."

The Rainbow Warriors exit the weekend 18-14 overall and 8-10 in Big West play. The 'Bows are currently seventh in the conference standings and will need to get within the top five to reach the conference tournament. With series victories over preseason favorites UC Santa Barbara, UC Irvine and Cal State Fullerton, each win carries valuable weight for UH moving forward. 

For the next two weeks, the 'Bows will be away on a two-week road trip, starting with a three-game series at Cal State Bakersfield from Friday to Sunday. The following Tuesday, UH will play a midweek game at No. 1 UCLA, which features presumptive 2026 MLB Draft top overall pick Roch Cholowsky at shortstop. Hawai‘i will then head to Corvallis for three games at No. 7 Oregon State from Friday to Sunday. The Beavers have their own top draft prospect in ace pitcher Dax Whitney, though the sophomore will not be eligible to get selected until 2027. 

The upcoming road trip for UH will be the team's second of the two week variety in 2026. The Rainbow Warriors went a combined 3-3 against Long Beach State and UC Santa Barbara from March 13-22. 

Being away from the comfort of home for two weeks has its drawbacks, but members of the team also say it's an ideal time to bond. Tomii, for example, says he enjoys playing with the PS5 in hotel rooms with his teammates. It's also a business trip for the team, and Tomii says at times, he and the rest of the pitchers will meet in the hotel weight room to get in some extra work. 

Added Zeigler-Namoa: "I think it's cool to hang around the guys. I think you ask any of them, and hanging around the hotel and just being around the guys 24/7, it's a great feeling, and it's awesome. You get to make memories no matter what happens on the field. But, it's also a good opportunity for us, I think, to really prove ourselves and give ourselves a good shot at making this tournament."

When the Rainbow Warriors depart O‘ahu, they'll likely do so without standout shortstop Elijah Ickes, who Hill says has suffered a wrist fracture. Ickes did not play during the series against UC Irvine, and has not taken the field since April 3 against UC San Diego. 

As the 'Bows embark on their penultimate road trip of the season, Hill knows the squad getting on the plane will be determined to make up ground in the Big West standings, delivering on the 

"Some of these seniors don't have much time left, so to get an airplane and get in a hotel and be around each other playing the game they love, it's just a great experience. If you're a Rainbow baseball player, we're on a mission. It's a business trip," Hill said. "The first task at hand is having a good practice Monday and Tuesday, doing a good job in the weight room, and then being ready, physically and mentally for Bakersfield on Friday."

The Merrie Monarch Festival named the overall winner of its hula competition as Hālau Hi‘iakaināmakalehua, led by Ke Kumu Robert Keano Ka‘upu IV, on Saturday, April 11. The hālau also won first place kāne overall, kāne ʻauana, kāne kahiko, and wahine kahiko.

The Merrie Monarch Festival returned for its 63rd annual event from Sunday, April 5, through Saturday, April 11. The invite-only hula competition took place at the Edith Kanakaʻole Multi-Purpose Stadium in Hilo from Thursday, April 9, through Saturday, April 11. 

Hālau Mōhala ʻIlima, led by Kumu Hula Māpuana de Silva won first place wahine overall. Ka Lā ‘Ōnohi Mai O Ha‘eha‘e, led by Nā Kumu Tracie & Keawe Lopes, won wahine ʻauana. 

Activities and events for the week-long festival also include an invitational Hawaiian arts fair, along with hula shows and a grand parade.

Tickets to see the festival in person were sold out, but competitions were live streamed and broadcast in ‘Ōlelo Hawaiʻi and English by Hawaiʻi News Now.

How are current world events influencing travelers in the U.S. and their travel plans?

 asked and hundreds responded. The travel site surveyed more than 300 people in March to gauge traveler sentiment. Here’s what they found:

“Historically, during periods of global conflict — including 9/11, the Iraq War and the Ukraine war — Americans consistently pull back from international travel while maintaining or increasing domestic trips,” a recent announcement from 

 notes. “Destinations like Hawaiʻi benefit from that shift because they offer an international-style experience without the perceived risks or friction of leaving the U.S.

, recently told Aloha State Daily that the March survey wasn’t “solely in reaction to the recent troubles in Mexico, but it is a fact that if there is trouble in parts of the world that are directly competitive with Hawai‘i, suddenly there is a surge in searches for Hawai‘i, which I guess is to be expected. … Families in particular are risk-adverse, so we wanted to just formalize that thought, which is not shocking, that if people are scared, they’re less likely to want to go to a place. I think the thing that, I won’t say it was surprising, but was reassuring, is that of all the alternatives that people think about, Hawai‘i was No. 1.”

When it comes to the size of the survey, Rogers says that “more is always better,” but a survey with 300-plus respondents is “certainly big enough to give you a [base], particularly since you’re talking to the exact audience you want, which is high-intention travelers. … I think that makes the 300 more powerful than if you had 5,000, 4,000 of which were never planning to go to Hawai‘i anyway or even travel.”

 gathered at the Grand Naniloa Hotel on Wednesday, April 8, to kick off the opening of a craft fair. Kamohoalli is the fashion designer of 

, a vendor at the hotel fair, as well as at Merrie Monarch Festival’s Invitational Hawaiian Arts Fair. 

“We only dance kahiko, so drums, ipu, everything is pounding as hard as it could be,” Kamohoalii told Aloha State Daily on Thursday. “All the energy, the sweat is flying everywhere, and everybody's screaming and yelling.”

This week, Merrie Monarch Festival returned to Hilo for its 63rd annual event, which runs Sunday, April 5, through Saturday, April 11. The invite-only hula competition is held the last three days of the festival at the Edith Kanakaʻole Multi-Purpose Stadium. Tickets to see the events in person are sold out, but it is still possible catch the 

Dezigns by Kamohoalii is a Hawaiʻi Island-based clothing company that draws inspiration from kapa makers, who created fabric from tree bark which was stamped with patterns and told stories. The clothing line has been featured in fashion weeks in New York, London, Milan and Paris, among others, he said. Kamohoalii’s fashion has also been featured at Merrie Monarch’s Invitational Hawaiian Arts Fair for more than 20 years.

 runs Wednesday, April 8, through Saturday, April 11. Over the years, Kamohoalii has noticed the invitational craft fair has grown significantly. There are also more more offsite fairs now. 

“It's good and bad,” he said. “The good is that it's increasing the economy here, there and everywhere. The bad is that I feel like it's decreasing the quality.”

Despite the statewide storm, Hilo residents aren’t phased by precipitation, he added.

“We're used to rain,” Kamohoalii said. “Hilo people, they're not going to run away when it comes to rain. They'll dance in the rain.”

Like many other clothing designers, Dezigns by Kamohoalii planned special releases for Merrie Monarch. This year, those designs honor Laka, the hula goddess, and Haumea, Pele’s mother.

Kamohoalii was not surprised that the volcano erupted with "all the hālau here and every hālau will trek their hālau up to the volcano to make offerings," he said. 

For him, the festival is an opportunity to connect with family.

“I look forward to seeing all the Hilo people,” Kamohoalii said. “I live in Waimea, which is an hour and a half away, and I don't come to Hilo as often as I used to because we opened stores on Oʻahu and go there for work. And then, we still have our store home in Waimea. But Hilo, when it's Merrie Monarch — everybody comes out. I have so much family in Hilo, and so it's so nice to see all of them because they know where we're at, so they'll come by, bring us lunch, or come hang out with us in the back.”

Often, family will jump in and help when the line backs up, he said.

“The energy in Hilo is sort of — what's the word — addictive, maybe,” Kamohoalii said. “People wear their best. They dress their best.”

Dani and Nick Mitchell, husband-and-wife owners of 

, love surfing. Their favorite spot is Canoes, according to Dani Mitchell.

“We’re not very good,” she says. “It’s (Canoes) the best place for the low rollers, nothing crazy. 

“A ‘kook’ is a newbie surfer, someone a little goofy and inexperienced on the water,” she adds. “Many people avoid surfing because they don’t want to look like a kook, so they never start. The truth is, being a kook is a universal equalizer — everyone starts somewhere. We want to encourage people to make the jump and embrace the journey, just like we did when opening up Kooks.”

The Mitchells used to make and try different coffee recipes as a hobby, according to Mitchell.

“We have such a passion for coffee,” she says. “When we both worked at corporate jobs, we would go to local coffee shops in our area; we love checking them out. It would be our favorite part of the day; we would make and try (coffee) recipes. We were like, ‘How can we turn this into a living?’ We started experimenting with all the flavors and came up with these unique flavors we wanted to share with everybody.”

Kooks Coffee opened its first location last March on the University of Hawai

i at Mānoa campus. It’s located near Campus Center — “on food truck row, under the banyan tree; there are a lot of food trucks there,” Mitchell says — and is currently open from 7 a.m. to 2 p.m. Mondays to Fridays. 

To celebrate its first year of business, Kooks Coffee recently opened its second location in Kaka

“This new spot has been much more accessible for non-students and has given us an opportunity to really connect with the community off-campus as well,” Mitchell says. “It’s been open for three weeks now.

“This location is relatively close to our other location, so we love that about it,” she adds. “We’ve grown so much at UH — we love the community there — but we have a lot of people who wanted to try us, but haven’t been able to get on campus. This has been the best of both worlds.”

The menu comprises signature lattes and plant-based energy drinks. The menu at the business’s UH Mānoa and Kaka

ako locations is the same. All drinks are available as hot or iced options; hot drinks come in 12-ounce sizes and iced drinks come in 16-ounce cups.

The names for the drinks are mostly based on surf terms, according to Mitchell.

“Dawn Patrol is a surf term,” she says. “Duke is for Duke 

. ‘Loco Mocha’ is a play on words for the classic dish, the loco moco. That drink is our chocolate and coconut.”

The Nanner — the business’s housemade banana milk latte — Dawn Patrol (toasted macadamia nut latte with vanilla) and Ubae Watch (ube latte) are the top three bestselling drinks, according to Mitchell. She says the ube latte was featured on the business’s summer menu last year, and it was so popular that it was added to the regular menu. 

“We focus on creating unique flavors with housemade syrups using as many locally sourced ingredients as possible,” she says. “The Dawn Patrol features our toasted macadamia nut and vanilla syrup, using fresh 

 vanilla beans. We use the Lokahi blend (from Honolulu Coffee Co.); they’re great to work with.”

The business’s white cap ($1) — a dairy-free coconut cold foam made with coconut milk, cream and housemade toasted coconut syrup — is a popular add-on for many lattes. The business also offers plant-based energy drinks called Rockers.

“They’re going to be made with lotus, which is a plant-based energy concentrate,” Mitchell says. “We get that imported from the Mainland and we combine it with fresh juices, housemade syrups and club soda. They’re bubbly and refreshing, like an alternative to Redbull.”

Other drink options include Gnarly Chai, party wave (‘Ōhia Lehua honey and cinnamon), and Kooky monster (mocha and fresh mint).

Partnering with local businesses is important to the Mitchells. So far, the business partners with Mānoa Honey & Mead, Honolulu Coffee Co., Hawaiian Macadamia Nut Co. and Mānoa Chocolate, to name a few.

We try to use as many locally sourced vendors and ingredients as possible. We’re always open to partnering with more local businesses and creating new drink flavors.”
