A new University of Hawai‘i economic forecast predicts a difficult next few years as recession looms.

Carl Bonham, executive director of the University of Hawai‘i Economic Research Organization, described a newly released third-quarter economic forecast as “bleak,” with multiple national and global factors driving down the state’s prospects.

The forecast, released Friday, predicts a “mild recession” in the state over the next year as tourism falters: “not too deep or not too long,” Bonham said, with the worst impacts expected toward the end of 2026 before a gradual recovery over the following years.

Bonham said the state has been relying on domestic tourism, with international tourism still having not quite recovered from the impacts of Covid-19 and the Lahaina fires. But as the U.S. economy weakens, Mainland tourism has seen a sharp downturn. By mid-2026, UHERO predicts 5% fewer tourist arrivals than at the end of 2024, with quarterly tourist spending expected to fall by more than $600 million.

At the same time, tariffs proposed by President Donald Trump’s administration have left businesses feeling “overwhelming uncertainty,” Bonham said. He said some businesses are unable to get any quotes for materials more than three months out because nobody can predict how much more anything will cost that far away.

UHERO predicts that, by the end of 2026, “tariffs will have raised Hawai‘i prices by about 1.5% over what they would otherwise have been. This will represent a permanent annual cost of perhaps $1,400 for a median-income household.”

Compounding the issue is the loss of unauthorized immigrant labor, which will continue to increase the price of produce. Between the impact of immigration crackdowns and impacts of tariffs, UHERO forecasts an inflation peak of about 4% at the end of 2026 — which, UHERO notes, is a lower peak than previous predictions, thanks to recent reductions to inflation.

"Job losses will be seen across virtually all local industries," the forecast warns, expecting about 2,400 job losses among federal workers alone. As cuts to federal contracts compound and the tourism industry shrinks, knock-on impacts will spread across the state's private sector.

Hawai‘i employment is still about 15,000 jobs below pre-pandemic levels, and Bonham said that this year’s estimated job growth is predicted to stand at about 0.7%.

“The number of jobs in Hawai‘i basically hasn’t changed since January,” Bonham said.

Bonham said it isn’t only bad new across the board. The construction industry, he said, is expected to be the only sector in the state to grow during the recession, with the redevelopment of Aloha Stadium, the construction of the last leg of Skyline, and other military construction projects expected to bring nearly 40,000 jobs over the next five years.

Even so, the jobs gained by construction will hardly offset the total job losses predicted statewide. By the end of 2026, the UHERO report predicts about 1,000 additional construction jobs compared to this year — and more than 5,000 jobs lost in other sectors, primarily in government positions.

Through all of this, Bonham said there are some potential off-ramps. For example, the U.S. Supreme Court is expected to rule on whether the Trump administration tariffs are legal in November. Depending on that verdict, he said, the worst of the tariffs may not go into effect, staving off the worst impacts of the recession.

But Bonham was not optimistic. Even if the tariffs are partially reversed, there is no guarantee that the Trump administration can’t reintroduce them in different forms — once again leaving businesses uncertain about the future.

“There is a possibility that some of the new threats at the federal level will convince Democrats to come to the table and we avoid a government shutdown,” Bonham said. “I think the biggest off-ramp is … the U.S. economy bouncing back. With all these investments in AI infrastructure … maybe the U.S. economy will surprise everybody.

“What could help is if the very wealthy continue to thrive,” Bonham said. “The top end of the income distribution contributes enormously to visitor spending here.”

A third Hawai‘i court is now involved in the complexifying legal battle to save the Ha‘ikū Stairs from demolition.

The Friends of Ha‘ikū Stairs, a nonprofit group advocating for the preservation of the historic staircase, 

 a lawsuit in June challenging the state Department of Land and Natural Resources’ approval of a plan to demolish the stairs.

That lawsuit, filed in Honolulu Circuit Court, is the Friends of Ha‘ikū Stairs’ third active case challenging the city. Another case from 2024 is still pending in Circuit Court, while a 2023 case is pending in the Intermediate Court of Appeals.

As of Thursday, the most recent case was remanded to the Hawai‘i Environmental Court for jurisdictional reasons, splitting the defense of the stairs across three separate courts.

Timothy Vandeveer, attorney representing the Friends of Ha‘ikū Stairs, told Aloha State Daily that no demolition can happen until the 2023 appeal is resolved, thanks to an injunction granted by the Intermediate Court of Appeals.

“That injunction is very hard to get,” Vandeveer said, explaining that the ICA only grants such orders if the plaintiff seems to have a high chance of successfully winning their case.

The three lawsuits all concern in some way a 2019 environmental impact statement by the Honolulu Board of Water Supply, which was at the time the stairs’ owner. The BWS had resolved to demolish the stairs and had consequently drafted the impact statement to determine the environmental effects of doing so.

Ultimately, however, the stairs were not demolished but were transferred to the Honolulu Parks and Recreation Department in 2020, with plans for the stairs to reopen to the public in some capacity — they are currently closed to all public use. The Friends of Ha‘ikū Stairs at the time took this decision as an indication that plans to demolish the stairs had been dropped.

But when the new County administration took over in 2021, talk of demolishing the steps was renewed, and the City Council voted in a non-binding resolution urging their destruction in order to prevent hikers trespassing and potentially being injured or stranded on the mountain.

As plans to demolish the stairs once again escalated, the City and County invoked the 2019 BWS environmental impact statement to satisfy the requirement for environmental analysis.

This became the crux of the 2024 lawsuit, which argued that the BWS impact statement was outdated and that a new analysis was necessary.

For example, the statement does not consider the historical significance of Omega Station, the decommissioned radio station at the summit of the stairs, because in 2019 it had not yet reached the 50-year threshold for consideration as a historic property. Because the station is now more than 50 years old — while it began as a radio station during WWII, the station was decommissioned following the war and was refitted in the 1970s as a Coast Guard station — it is now eligible for historic preservation, and the suit argues that should be reflected in any impact statement.

“It’s absolutely a historic site,” Vandeveer said. “That place helped us win World War II.”

At the same time, the State Historic Preservation Division concurred with the demolition plans, which became a core issue for the 2023 lawsuit. The suit argues that SHPD’s agreement was based on incomplete data: for example, SHPD had not been informed of a 1999 historic preservation covenant protecting the stairs, which the suit argues makes the division’s concurrence invalid.

And the latest suit argues the SHPD’s decision to agree with demolition conflicts with its own stance in 2019, when the division advocated for the stairs’ preservation. The suit accuses the City of “flip-flopping,” abruptly changing course without any explanation or due process.

“I find it very questionable coordination between the City and the state on this,” Vandeveer said. “This shouldn’t be a political issue. It’s really a failure of imagination on the part of the government.”

The BWS, Council and SHPD have all cited safety concerns as their reasons for demolishing the stairs, with the Council resolution claiming that there were 160 calls for emergency services relating the stairs in 2017.

The Friends of Ha‘ikū Stairs have repeatedly argued that there have been no reported injuries or deaths associated with the stairs, and that, because people are going to attempt to climb the picturesque Ko‘olau Mountains anyway, stairs or no stairs, keeping a safe route where emergency services can stage responses is safer than demolishing the easiest way to descend the slope.

In any event, with the injunction in place, the stairs are likely to remain in place for awhile longer at least: no court dates are currently scheduled for any of the three cases.

A lawsuit filed this week in Maui Circuit Court alleges that Maui Land & Pineapple Co. has failed to maintain its Honokōhau ditch system to the detriment of nearby property owners and businesses.

TY Management Corp., the owner and operator of the Kapalua Plantation Golf Course — where the PGA hosts its annual Sentry Tournament of Champions — and Kapalua Bay Golf Course; Hua Momona Farms LLC; Plantation Estates Lot Owners' Association; Association of Apartment Owners of the Coconut Grove on Kapalua; and the Association of Apartment Owners of the Ridge at Kapalua filed the complaint.

In it, they allege that the Lahaina-based company has violated promises and obligations to the plaintiffs and have "allowed the ditch system to fall into a state of demonstrable disrepair. That disrepair, not any act of God, or force of nature, or other thing, is why users who need it are currently without water."

The suit alleges that non-potable water users in the Kapalua area have been "subject to unprecedented, nearly constant water use restrictions since September 2024. "

The plaintiffs allege also that MLP has claimed that water is scarce because of low precipitation in the Pu‘u Kukui watershed, but assert in the filing that's untrue.

"Plaintiffs bring this complaint to compel MLP to do what it should have done, and what it was required to do, from the start — repair, maintain and improve the ditch system for the benefit of all of Kapalua and West Maui's community members who rely upon it," the suit reads.

 is a 25-acre farm in Plantation Estates that's supplied water from the water system, owner Gary Grube told Aloha State Daily. On those 25 acres, they use the non-potable irrigation water for produce that's grown outside on about four acres, which goes into free community meals provided by the farm; watering trees planted as a host site for 

In aggregate, the farm typically uses 100,000 gallons a month and has done so for the last five years, he says.

"This whole thing is about really just getting Maui Land & Pineapple to do something about their commitment, because we just don't have the water that we were expecting," Grube says. "We know that there is enough water coming down the ditch. It's not going where it's supposed to go."

In a statement provided to Aloha State Daily, Honolulu-based TY Management — owned by Japanese billionaire 

, the CEO of Uniqlo — notes it has been a "community partner on Maui for 15 years and remains committed to supporting residents, cultural practitioners, and local businesses."

"We believe water is a public trust resource that must be managed fairly and transparently. Unfortunately, Maui Land & Pineapple has failed to properly maintain the Honokōhau Ditch, including by ignoring state repair orders from 2019 and 2021," the statement reads. "They've cut water deliveries, raised rates without proper explanation, and continued new development projects — despite claiming water shortages. These actions have increased wildfire risk and disrupted homes, farms, businesses, and even major events like the Sentry PGA Tournament which contributes approximately $48 [million] annual to Maui’s economy.

"TY has invested over $10 million in conservation and alternative water infrastructure and we’ve repeatedly tried to work with MLP to resolve these issues. After repeated attempts with no resolution, we have no choice but to join with other community partners in pursuing legal action to protect fair access and ensure water is managed responsibly."

According to the suit, MLP sold the Plantation course to TY in 2009 and the Bay course in 2010. As part of the purchases, the two organizations executed water delivery agreements, wherein MLP would operate and maintain the ditch system in exchange for payments by TY, the suit contends.

 was founded in 1909 and today stewards more than 22,000 acres of land, including preservation of the Pu‘u Kukui watershed, and approximately 247,000 square feet of commercial properties.

CEO Race Randle said in a written statement provided to Aloha State Daily that the company is reviewing the complaint filed by the golf courses, "which appears to be a continuation of their efforts to compel the use of water for irrigation during this time when West Maui is experiencing a historic drought."

"Having tried and failed to get the regulatory agencies to force this irresponsible water use, the golf courses, unfortunately, turned to the courts," Randle said. "We are following the clear guidance from the Commission on Water Resources Management [CWRM] to prioritize streamflow and traditional and customary uses, followed by delivery to the County of Maui to provide drinking water for Lahaina. We will continue to follow CWRM’s guidance.”

MLP says that the Hawai‘i Water Service is contracted to operate and maintain the water system, including regular inspections, frequent adjustments to ensure the stream flow levels are being maintained, clearing vegetation and debris, and completing ongoing maintenance on the system components.

MLP says, too, it is incorporating new technology to monitor "stream flow and turbidity conditions."

The company says it has also been making capital improvements — and has the funds to do so. For example, MLP says that in 2023 it finished relining a reservoir that services the Plantation Golf course and Plantation Estates community.

MLP also has implemented remote control and automation upgrades to the systems and completed a study for increased storage capacity along the system.

According to MLP, previous intakes at Honolua Stream and Kaluanui Stream were destroyed by Hurricanes Olivia and Lane, but the state did not permit their restoration, and the Honokohau intake was damaged by the hurricanes and not permitted to be repaired.

The CWRM designated the Lahaina Aquifer sector area as a groundwater and surface water management area in 

Honokōhau ditch was a jointly funded by MLP and Pioneer Mill Co. It aimed to bring water from the Honokōhau  and Honolua watersheds "into drier lands to support pineapple and sugarcane agriculture," but after their closures "water has been diverted by the ditch to support non-potable needs of the Kapalua Resort area ... and the Mahinahina Water Treatment Facility of the Maui Department of Water Supply."

 debuted its lobster roll as a special in July 2020 (the eatery had only opened the fall before). The lobster roll did so well that it was added to the Mānoa eatery’s regular menu — and has since become a signature dish.

“When we first made it, it outsold everything else by five times,” says chef Jon Matsubara.

These lobster rolls — and a smorgasbord of gourmet seafood options — will soon be coming to Waikīkī: 

, Matsubara’s new concept, is opening in Waikīkī Shopping Plaza later this summer.

This idea has been in the works for many years, according to Matsubara, who got his culinary start at restaurants like Alan Wong’s and Roy’s Hawai

i, and worked as the executive chef at Royal Hawaiian’s Azure and chef de cuisine at Hyatt Regency Waikīkī Beach’s Japengo. He is also a French Culinary Institute grad and 

 champion (he defeated Iron Chef Alex Guarnaschelli on the 

 show “Alex Versus America” in May 2023).

“I worked in Waikīkī for about 10 years,” Matsubara says. “One of my dreams was always to come back to Waikīkī and to create something more approachable.”

We got a preview of Hawaiian Style Seafood Co.’s new space during a recent media event. The new biz will offer a chef-driven menu that focuses on locally sourced ingredients from farmers, fishermen and ranchers.

“We want to create an experience where you can come in, get something with the best ingredients we have to offer in Hawai

i, and we’re going to put a little twist on it,” Matsubara says.

Here are some dishes you can look forward to when the fast-casual eatery opens later this summer:

Of course, the new eatery will offer a FEAST favorite — the original Hawaiian style lobster roll ($30). Buttery lobster is served on Hawaiian sweet bread with lemon butter and fresh dill, and served with Maui chips. A mini Hawaiian style lobster roll will also be available. The lobster roll is just as buttery, succulent and indulgent as I remembered it to be.

“It’s something that we wanted to share with everybody who comes and visits,” Matsubara says.

The eatery’s seafood omakase (market price) and exotic fruit omakase ($20) are two unique offerings. Both highlight a variety of local ingredients, according to Matsubara.

“Our top sellers will probably be spicy ‘ahi and shoyu ‘ahi, but for the omakase, you can have whatever fresh ingredient we have — spicy ‘ahi, crab salad, oysters, lobster poke, Kauai shrimp and different types of preparations for seafood,” he says. “It can always change.”

The seafood omakase featured during our media preview included Kauai shrimp, Kualoa oysters, Kona abalone, kampachi and aku.

The exotic fruit omakase ($20) is a similar concept, but will feature a seasonal selection from Frankie’s Nursery in Waimanalo.

Of the dishes we tried, this Kona kampachi ($19) was one of my favorites. Available all year round, it’s served with pickled wasabi, kaiware radish umami mayo and rouge ponzu.

“It has really fresh, beautiful flavors,” Matsubara says. “We marinate the ikura ourselves.”

This twist on shrimp cocktail features a garlic-style Kauaʻi shrimp. It’s served with avocado and a chicharron for added crunch.

“We’re poaching it (the shrimp) and putting a little garlic sauce on top,” Matsubara says. “The cocktail sauce is made with carrot juice, wasabi, lemon and horseradish.”

The eatery will also offer desserts like Matsubara’s rendition of a Dole Whip float ($12). It will include the iconic pineapple soft serve, coconut milk, fresh pineapple juice, li hing and mac nuts for some crunch, according to Matsubara.

“When you come here, it’s like you’re on vacation,” he says. “We want that vibe; we want to make it a very fun experience for everybody.”

While the eatery will have some indoor seating, it’s also designed for easy grab and go, so customers can pick up their food and take it to the beach. Customers can also look forward to alcohol pairings, which will eventually be offered, according to Matsubara.

“One of my dreams was to have these beautiful sakes — local sakes, local beers, nice white wines — you can pair with the lobster rolls,” he says. “If you go to Waikīkī, you can grab a lobster roll and bottle of champagne or local beer, go back to your room, watch the sunset, and just kick it. That’s what I would do.”

There's a new place to play in Ward Village — the 1.4-acre makai phase of Victoria Ward Park is now open.

This is the first phase of the park named in honor of Victoria Ward, born in 1846. Ward's estate included 100 acres of land encompassing much of what is now known as Kaka‘ako, according to a history outlined on the 

. Ward Village is Howard Hughes' 60-acre master-planned community located between Downtown Honolulu and Waikīkī.

The park sits between residential towers Victoria Place, which 

, and is bordered by Auahi Street on one side and Ala Moana Boulevard on the other, said Gayna Buranelli, director of planning and development for Ward Village who is leading development of the park.

Buranelli said "thoughtfully curated public art" that highlights Hawai‘i's culture and natural environment is one the park's most "striking" aspects.

"'Wayfinding' by Linda Fleming, inspired by ocean currents and celestial navigation, anchors the makai entrance, while 'Ae‘o Birds' by Dan Ostermiller features seven bronze sculptures of the Hawaiian stilt, honoring the area’s historic habitat in Kukuluāe‘o," she told Aloha State Daily in an emailed response to questions. "The upcoming Victoria Ward Park Mauka will also feature public art, further expanding opportunities for artists and enhancing the neighborhood’s public spaces."

According to Buranelli, the park expands public green space with "pedestrian-friendly walkways and bike-accessible paths, making it easier for residents and visitors to navigate between our residences, shops and dining destinations." 

"As Honolulu continues to grow, thoughtfully designed outdoor spaces like Victoria Ward Park Makai help foster a healthier, more accessible urban environment," she said, noting that future connections, which include the Victoria Ward Park Mauka and planned elevated walkway will continue to "enhance mobility and integration across the neighborhood."

Additionally, Buranelli said, the park will serve as a "hub for community engagement and local entrepreneurship," with the plaza along Auahi Street featuring three local vendors.

According to an announcement from the developer, the first vendor, 

, will open soon with a grab-and-go dining concept featuring an "authentic menu" of Middle Eastern foods such as falafel, shawarma and kebabs. Two more vendors will open in the coming months, Buranelli said.

In addition to the artwork, Buranelli said, too, that native plantings in the park help promote biodiversity, reduce irrigation needs and create a "cooler, more inviting environment," while the landscaping helps minimize the impact of traffic and noise from Ala Moana Boulevard.

The park, which is free and open to the public, is open from 6 a.m. to 9 p.m. Visitors can park for free anywhere in the neighborhood, with Ward Entertainment Center, Ward Centre and South Shore Market just a short walk away, Buranelli said.

According to Buranelli, Victoria Ward Park Mauka is currently under construction is expected to open in spring 2026. Once complete, it will connect with the makai segment and create 3.5 acres of open space, she said.

The park was developed by Ward Village, with SCB architects, VITA Planning & Landscape Architecture and civil engineers Wilson Okamoto Corp. Cost of the park was not disclosed.
